In a small bowl, combine the raisins, beaten egg and vanilla. Set aside for 1 hour.
In a medium nonstick pot, combine the rice, water, milk, whipping cream, butter, and salt.
Gently boil over medium high heat, then cover the pot, reduce to low, and simmer for 20 minutes, stirring occasionally.
Remove the pot from the stove and add the sweetened condensed milk, cinnamon, nutmeg, and vanilla.
Add beaten egg raisin vanilla mixture.
Serve immediately with salted caramel, pecans and bananas.
